Property Management Rental Units

The STHD manages open market rentals on behalf of the Siletz Tribe and is open to all applicants. Applicants must present evidence they can meet financial obligations. To apply for the houses, complete the application below and turn it in to the STHD. Applicants are selected based on a first-come, first-served basis. These rents are set by the open market and are not based on household income.

Low Rent Apartments

At this time, the STHD has fifty-seven (57) low-rent apartments and one (1) low-rent house located in Siletz. This program provides affordable housing for low-income families according to NAHASDA’s income guidelines. Rent is determined on an income formula. There is a waiting list maintained on a first-come, first-served basis.

Nesika Illahee

Nesika Illahee Apartments are affordable housing in Northeast Portland with Siletz preference in 20 units. This complex opened in 2020 and has a total of 59 units. There are thirteen (13) studios, thirty (30) one-bedroom units, nine (9) two-bedroom units, and seven (7) three-bedroom units.

When will the units be available?

The projected time for completion is between September and October 2025.

When can I apply?

Applications will be available at 8:00 AM on June 10, 2025

However, we will begin accepting applications June 11th, 2025 at 2:00 PM. Early applications will not be accepted.

When will we contact Tribal Members on our “Interested Parties List”?

We will begin making calls on May 1st, 2025 at 9:00 AM.

Where can I get an application?

We will have applications available on the website at https://ctsi.nsn.us/tribal-services/housing/rental-programs the Siletz office and all the area offices in Portland, Salem, and Eugene will have hard copies available at 8:00 AM on June 10, 2025.

How many bedrooms do these units have?

These are two, three, and four bedroom units located in Salem OR.

Can Tribal Members that are not low-income apply?

Yes. 20 units will be available for low-income households whose income is below 80% of the national median and 19 units will have flat rate rents for families above 80% of the median. There is a limited number of accessible units available so please ensure your application reflects if you’re requesting one.

What should I include with my application?

Applications have a cover sheet that lists supporting documents that are necessary to determine eligibility. Applications will be deemed incomplete and will not be placed on the list until all documents are received.

How will applications be prioritized?

Applications will be added to the wait list based on the date a completed application is received.
