The Confederated Tribes of Siletz Indians (CTSI) is a sovereign Tribal government located in Siletz, Oregon. CTSI is governed by procurement policies as outlined in the Operations Manual. There are times when Requests for Proposals (RFP’s) will be issued. When they are, they will be available here and on Oregon Buys.

All RFP’s will contain some common requirements. These include:

  • Project Scope and Deliverables
  • Scoring Criteria
  • Evaluation Criteria
  • Conflict of Interest Provision
  • Requirements for compliance with Equal Employment Law
  • Requirement for No Waiver of Sovereign Immunity
  • Minimum Business Qualifications and Proposal Requirements
  • Proposal Format and Instructions to Submitters
  • Submission Procedures and the Contact Person

In general, CTSI shall give preference to Indian organizations and Indian-owned economic enterprises.

While CTSI intends to award a successful bidder for all RFP’s, CTSI is under no obligation to award a contract to any Submitter. Within CTSI’s sole discretion, for any reason whatsoever, CTSI may cancel this RFP and may reject any proposal or other material submitted in response to this RFP.

RFP for Art/Structure/Sign Piece Chemawa Station Development

The Chemawa Station LLC Board of Directors and development team (“Team”) is accepting art and/or structure concept and design submissions that would complement the already built water feature and art installation and new buildings at the entrance of the Chemawa Station development in Keizer, OR. This development is located at the intersection of Ulali Drive and Chemawa Road. The development is an equal partnership of the Confederated Tribes of Siletz
Indians and the Confederated Tribes of Grand Ronde.

The Team is looking for something in the realm of a small pedestal or sign or other structure that is representative of both Tribes, recognizing an understanding that this area is tied historically to the Chemawa Indian School. The installation should be made of material that is durable and long lasting and that will withstand weather storms and the overall climate of Keizer, OR, as well as minimize potential damage from graffiti or other mal intent.

RFP Salem Community Center and USDA Kitchen Construction Project

The Confederated Tribes of Siletz Indians seek qualified contractors to provide construction services for the remodel of the Salem Area Office facility, including development of a compliant USDA-grade commercial kitchen. Work shall include demolition, architectural improvements, mechanical/electrical/plumbing upgrades, finish improvements, accessibility upgrades, and installation of commercial kitchen equipment.

2026 RFP Chemawa Cleanup and Mowing Project

The Confederated Tribes of Siletz Indians (CTSI), in coordination with the Bureau of Indian
Affairs (BIA), is soliciting proposals from qualified contractors to perform site cleanup, hazard
mitigation, and security restoration at the former Chemawa Indian School campus located in
Salem, Oregon.
