From time to time the Siletz Tribal Council authorizes the distribution of monies to enrolled members of the Siletz Tribe. This page is where you can find information and forms related to Tribal member distributions (per capita). If you would like more information about how Tribal distributions are determined you can refer to the Distribution of Net Revenues Ordinance. If you would like more information about the process for how funds are distributed to the membership please refer to the Tribal Member Distribution Ordinance. Trust Officer

The Trust Officer is appointed by the Tribal Council and is the primary person responsible for carrying out the provisions of the Tribal Member Distribution Ordinance. These responsibilities include:

  • processing disclaiming of distribution
  • distribution of funds to minors and adults under a legal disability
  • determining whether an adult has a legal disability (for the purposes of distribution under this ordinance only)
  • process garnishments and attachment of funds distributed under this ordinance
  • determine the heirs of funds awarded to deceased Tribal members under this ordinance
  • provide alternative arrangements for incarcerated individuals as outlined in this ordinance
  • distribute unclaimed funds as outlined in the ordinance

Minor Trust

The Confederated Tribes of Siletz Indians Minor Trust was established for enrolled members of the Confederated Tribes of Siletz Indians who are defined as minors by CTSI.

Siletz Tribal Council may authorize the distribution of monies to enrolled members of the Siletz Tribe. All distributions to enrolled tribal members who are minors as of the date of distribution shall not be distributed to the minor, instead, the distribution shall remain in trust for the benefit of that minor until he or she reaches the age of majority (eighteen).

Upon reaching the age of majority (eighteen), a newly adult tribal member may request up to $5,000 each calendar year until reaching age 21, at which time, the tribal member may request any and all amounts (plus accumulated earnings) up to an amount that is available in the account, to be distributed to the member.

  • The applicant shall submit a notarized application (below) in writing to the Trust Officer.
  • The applicant shall submit a copy of their social security card with the application, unless it is already on file with Enrollment.

All applications shall be sent to the Trust Officer.

Minor/Disabled Elder Trust – Early Distribution

Disbursement may only be made for expenses that are necessary for the health, education, or welfare of the Tribal member, as determined for extraordinary purposes by the Trust Officer at their discretion (Non-exhaustive examples include: “end of life” situation or legitimate travel expenses for individual and caretaker to attend a Tribal cultural event to benefit the will-being of the individual).

The Trust Officer shall utilize a “reasonable person” standard to evaluate all requests for disbursement. Reasonable shall be defined as timely, fair, proper, just, moderate under and suitable under the circumstances; not immoderate or excessive.

All applications shall be sent to the Trust Officer.

Unclaimed Funds

Tribal Member Funds can be unclaimed for various reasons, i.e., incorrect address, invalid Social Security number, death, distributed but not cashed, etc.

If Tribal Member Funds are not claimed within five years of the date of distribution (or by the age of 30 if funds are in a minor trust account), all unclaimed funds will be deposited into the Excess Pledge Revenue Member Distribution Funds for redistribution as outlined in the Tribal Member Distribution Ordinance. Funds will not be released without a notarized application requesting distribution, which will consist of the principal amount deposited into the Unclaimed Funds Account.

Proof of Income Request

The purpose of this form is to request proof of income from the Tribe. Please complete the form and it will be submitted electronically to the appropriate staff for processing. Per capita distribution notices will be posted in the Member Area under Members Only News in July of each year. You can also call the Per Capita Information Line at 541-444-8224 to hear an automated recording of the distribution amount. The information line is updated around July 1st of each year.
